QEM Solutions were asked to provide a Project Engineer with SPI competence to Northern Gas Networks, to assist with A1 Birtley to Coal House Diversion project for Highways England.
QEM provided a suitable resource in the form of a Project Engineer/SPI, with the back-up support to ensure that the project was delivered effectively under the direction of the Northern Gas Networks Project Manager.
The resource was typically be responsible for the following activities associated with Engineering Management:

Develop and manage project engineering aspects of the NGN projects from concept to commissioning.

Ensuring the scheme is delivered to meet the requirements of the business and its client (HE).

Develop and maintain a positive safety and environment ethos both within the project team and the wider Capital Project team’s activities.

Ensuring compliance with NGN Process Safety procedures and ensuring compliance with CDM 2015.

Providing Input into the development of contract strategies using existing frameworks for the delivery of economic and efficient project solution.

Directing the planning, co-ordination, team management, compliance and delivery of the project via a Main Works Contractor (MWC).

Directing the planning and co-ordination of on and off site based project inspectors (welding, coating, painting, pressure testing).

Attending and witnessing, as required, Factory Acceptance Testing (FAT) of vendor equipment including Site Acceptance Testing (SAT).

Initiating and co-ordinating the timely preparation of Non-Routine Operation (NRO) documents to match project timescales.

Participating in regular site safety tours and carry out audits in accordance with the Capital Project Team audit plan.

Producing technical reports and provide technical input at key stages of the project.

Assisting the Project Manager in order to accurately forecast and ensure budgetary control.

Providing Input into development of designs in line with the Formal Safety Assessments (FSA) process including attending HAZID, HAZOP, HAZCON events.

Accountable for timely project completion including production of project records and drawings and operational, system control and asset acceptance of project in accordance with NGN RE1 and RE18 procedures.

Assist the Project Manager and deputising where necessary;
